Oregon replaced the legacy VINE branding with VISOR, the Victim Information System in Oregon. Oregon DOC provides the statewide service for people currently in custody or under supervision. A search for “VINELink Oregon” should therefore lead to VISOR, not to an out-of-state selector, an old workflow, or a sponsored inmate locator.

VISOR serves two related functions. It lets a user find one specific person in the covered Oregon population, and it lets a registrant request notices about supported custody or supervision changes. The service is free and confidential. The person being monitored does not learn who registered. Its scope does not mean every past Hood River County release is searchable forever. A person who has fully discharged from custody and supervision may fall outside the active population described on the VISOR home page.

Hood River VISOR Coverage

Hood River County does not operate its own adult jail. Adults are lodged at Northern Oregon Regional Corrections, or NORCOR, in The Dalles. VISOR may receive information from participating county jails and from Oregon corrections and supervision systems, but NORCOR coverage should be checked on the live result for the person. If the system labels a source as offline or no result appears, call NORCOR at 541-298-1576 rather than assuming release.

Oregon DOC custody and post-prison supervision are distinct from a NORCOR booking. A Hood River Circuit Court sentence may send a person to any suitable ODOC institution statewide. After prison release, VISOR can still return the person if supervision continues. That means a visible result under supervision does not mean the person remains in a jail or prison. Read the status and responsible agency together.

VISOR does not track federal Bureau of Prisons custody. It also is not the ICE Online Detainee Locator. A federal sentenced-prisoner question belongs with BOP, while a civil immigration custody question belongs with ICE. NORCOR's former ICE contract ended in 2018, so a disappearance from the current NORCOR roster must not be labeled an ICE transfer without current evidence.

Note: A Hood River conviction does not prove Hood River supervision, since an approved release residence can place supervision in another county.

Search Hood River Records in VISOR

Begin with the strongest identifier available. VISOR accepts a full or partial name, State Identification number, or county ID. A SID is especially useful when a common name produces several matches. The public interface also uses CAPTCHA. Compare the returned identity data and status before opening or registering on a record.

1. Open the official VISOR site directly. Use its main search bar rather than a commercial or sponsored locator.
2. Enter the full name. If spelling is uncertain, use partial first and last name terms as the interface permits.
3. Use the SID or county ID when known. Complete the CAPTCHA required by the current page.
4. Review every returned match. Do not select a person on name alone when identity fields point to more than one possible record.
5. Open the correct record and read custody, facility, or supervision status together with any release-related information.
6. If there is no result, check NORCOR, Oregon Offender Search, the Hood River court case, and the correct records custodian.

Keep the observation date and time. Database status can change, and an alert screen is not a certified record. The Hood River County released-inmate search supplies the full fallback sequence when VISOR does not return the intended person.

Hood River VISOR Release Fields

The exact labels should be read from the current interface. State materials establish the supported identifiers and event types, but a live result may differ according to whether the person is in jail, state prison, or community supervision. Record only what the selected entry actually displays.

The official Oregon VISOR portal shows the name, SID, and county-ID search entry alongside notification access.

The captured portal is the correct current starting point for an Oregon search that users may still describe as a VINELink check.

Register Hood River Release Alerts

Registration begins from the correct person's record, not from a general county list. VISOR says a user may register with or without an account. Current channel and event choices must be taken from the live screen because the interface can change. State materials describe notices for projected-release-date changes, movements, transfers, prior-to-release, release, and death.

1. Confirm the record belongs to the intended person, then choose the option to request or register for notifications.
2. Select the offered event types and delivery channels that match the need shown on the current screen.
3. Enter a phone number, email address, or other requested contact detail controlled by the registrant.
4. Complete the confirmation that VISOR provides, such as a verification link or one-time code if the live workflow requests one.
5. Save the registration identifier and account information, if an account was created, and review notification preferences.
6. Call VISOR help if registration fails or the relevant jail is shown offline.

Do not assume the current system requires the four-digit telephone PIN associated with some older VINE instructions. Research did not verify a mandatory PIN in Oregon's present interface. Read Hood River Release Alerts Carefully

A VISOR “released” event means the participating custodian sent a release-status change. It does not necessarily state that a criminal case ended or that no other authority took custody. A NORCOR detainee may be transferred to Oregon DOC or another agency. A prison release may lead to parole or post-prison supervision. The alert must be read alongside the source agency and the person's status.

For NORCOR, call 541-298-1576 and ask whether the person returned to the community or transferred. Request the booking and custody-status record when a written source is needed. For ODOC, compare Oregon Offender Search and obtain a face sheet, pen pack, or former-offender record through the DOC Public Records Center. A Hood River Circuit Court judgment or release order can explain legal authority, but the custody transaction records physical departure.

A status event from a participating custodian that needs source-agency confirmation.

Post-prison supervision

Community supervision after state imprisonment, not continued prison confinement.

Hood River VISOR Alert Timing

Oregon DOC materials say VISOR notifications for relevant release-date changes, movements, and releases are sent at roughly two-hour intervals. That is an alert cadence, not a promise that each local custody transaction appears at once. Participating-agency feeds, an offline jail, data correction, and normal processing can affect what a user sees.

If a release is expected soon, keep the direct custodian in the verification plan. NORCOR answers its regional jail status. Oregon DOC controls a state-prison record. The Oregon Board of Parole and Post-Prison Supervision controls its orders, while VISOR communicates the supported change. In an urgent safety situation, contact local law enforcement or 911 rather than waiting for a database alert.

A projected release date is also not an actual exit. The date may change when sentence credits, a court judgment, a Board action, misconduct, or another hold changes the computation. A prior-to-release message should prompt verification, not a claim that release has already occurred.

Confirm Hood River VISOR Results

A no-result screen has several possible causes. The person may be fully discharged, the source may be offline, the spelling or identifier may differ, the record may not be covered, or the relevant custody may belong to another system. Check the official route that fits the case instead of concluding that the person is free.

VISOR is a strong monitoring tool because it follows supported changes, but it does not replace NORCOR's release transaction, an ODOC official record, or a court judgment. Keep the locator result, event detail, and observation time, then verify the material fact with the office that created it.
