Hood River County Release Paths
The key local fact is geographic. Hood River County sends adult detainees to Northern Oregon Regional Corrections, known as NORCOR, at 201 Webber Street in The Dalles. Hood River, Wasco, Sherman, and Gilliam counties formed the regional system in 1999. A site or search result labeled as a Hood River jail roster should resolve to NORCOR's official custody list. There is no separate Hood River County jail roster to check.
Release means that NORCOR's custody transaction ended. It does not always mean the person walked into the community. A court may order recognizance or conditional release. Security may be posted. A local sentence may end. NORCOR may instead transfer the person to Oregon DOC, another county, a state hospital, federal authority, or another custodian. Death is also a custody-ending event and must never be described as release. The actual release code, time, and receiving agency resolve those very different outcomes.
The official NORCOR overview shows why the regional relationship matters.
The four-county structure means a name on the roster does not by itself prove Hood River County is the committing jurisdiction.
How Hood River Detainees Leave
A release label should be read with the controlling court and any remaining holds. A pending case can continue after someone leaves jail, while a transfer can remove a person from the local roster without ending custody. These are the main paths documented for Hood River County matters.
| Custody event | Meaning | Next source |
|---|---|---|
| Security or bail posted | Local custody ends under a release agreement; the case remains open. | Court case and NORCOR transaction |
| Recognizance or conditional release | The court permits departure subject to terms and appearances. | Release order and case register |
| Time served or sentence complete | The confinement term ends, though supervision or another case may remain. | Judgment, NORCOR record, OOS or VISOR |
| Dismissal or acquittal | The case outcome may remove one custody basis, but another hold can remain. | Certified court record |
| Transfer | Another agency takes custody. This is not community release. | Receiving agency record |
| Prison release to supervision | ODOC confinement ends while parole or post-prison supervision begins. | OOS, VISOR, and supervision order |
- Discharge
- The end of a custody or supervision status, depending on the record.
- Time served
- Credit or confinement satisfies the jail term.
- Detainer
- A request or legal basis for another authority to hold or receive the person.
- Post-prison supervision
- Community oversight that follows an Oregon prison term for many modern sentences.
Hood River Release Record Fields
There is no single universal release document. For a NORCOR booking, ask for the booking sheet and the custody-status or release transaction. The exact responsive fields control. Do not copy assumptions from another Oregon jail. A focused Hood River County release-record request should seek the following items when disclosable.
| Field | What it establishes |
|---|---|
| Name and jail identifier | Connects the transaction to the correct person and booking. |
| Booking or admission date | Marks the start of that custody episode. |
| Actual release date and time | Records when NORCOR completed its transaction. |
| Release authority or reason | Separates bond, court order, sentence end, and transfer. |
| Charges and holds at release | Shows matters active when the local transaction closed. |
| Destination or receiving agency | Distinguishes community release from continued custody elsewhere. |
| Scheduled-release history | Shows prior forecasts, which may differ from the actual exit. |
Three dates often cause confusion. The `Scheduled Release` field on the live NORCOR roster is a forecast. The actual timestamp records the jail's completed action. A judgment or disposition date records what the court did and may come before or after physical departure. For an Oregon prison case, a projected release date is also a forecast and is separate from final discharge from supervision.
A missing roster name is not proof of freedom. Confirm the actual release reason and check whether another agency received custody.
Request Hood River Release Records
NORCOR is the custodian for its booking and release transactions. Hood River County Sheriff holds its own arrest and incident records, while Hood River Circuit Court holds orders and judgments. Sending the same broad request to each office can waste time. Start with the document and event you need, then use the office that created it.
- Download the NORCOR records request form.
- Give the full name, approximate booking or release dates, Hood River as the committing county, and the case number. Add date of birth or jail ID if legitimately known.
- Ask for the booking sheet, custody-status history, actual release time, release authority, holds, and receiving agency for any transfer.
- Request electronic files and a cost estimate before work exceeds a limit you set. Ask NORCOR to cite the legal basis for withheld or redacted material.
- Submit by hand or mail to NORCOR Administration, 201 Webber Street, The Dalles, OR 97058; email inquiries@norcor.co.wasco.or.us; or fax 541-298-1082.
Oregon Public Records Law, chiefly ORS 192.311 through 192.478, provides a right to inspect nonexempt public records and permits reasonable fees. ORS 192.329 governs acknowledgment and response standards. Exemptions, redaction, sealed material, juvenile confidentiality, and safety rules can limit what is released. The 24-hour inquiry window is not a destruction schedule; no verified numeric retention period was found for the underlying NORCOR transaction.
For the court side, use the Hood River Circuit Court records process. A set-aside under ORS 137.225 changes legal and public treatment but should not be described as erasing every operational record. Request the actual order when that issue matters.
When NORCOR Releases Adults
NORCOR does not publish a fixed daily release hour. Its bail information says an adult is released as soon as possible after security is posted, yet facility operations still come first. Checkout from the residential unit and changing into civilian clothing can delay the physical exit. Someone who posts security may not be present when the person finally leaves.
A completed payment can therefore precede the door exit. Call NORCOR for the current status instead of estimating an exit time from a receipt or roster field.
How Hood River Bail Is Posted
The facility accepts eligible security payments around the clock through the arraigning court, a lobby Telmate kiosk, telephone Telmate, or the adult's funds in booking. The displayed amount can change with charges or court action. Posting is therefore a legal and payment step, not a promise of immediate doorway release. The exact recent event is best confirmed by calling NORCOR at 541-298-1576.
The NORCOR bail page displays the local last-24-hours inquiry and physical-release guidance.
Read the page with the observation time in mind because security amounts and operational details may change.
Hood River Bail Costs Explained
NORCOR publishes specific payment mechanics that are easy to mislabel. Telmate transaction charges and the court's security-retention amount are costs tied to a posting method. They are not a fee charged merely because a person is released. NORCOR also warns that it does not refund bail funds.
| Published item | Amount on the reviewed page |
|---|---|
| Telmate cash transaction | 3.95%, with a stated $3.95 minimum |
| Telmate credit-card transaction | 9% plus $9.95 |
| Court retention on security deposited directly | 15%, with a $5 minimum |
These figures are volatile. Check the live bail page before paying and ask which court controls the case. A number shown on the current roster can change as charges and court orders change.
Is payment proof of release? No. A receipt supports the payment event. NORCOR must still verify the order, check for other holds, and finish checkout before the person physically leaves.
Find Released Hood River Inmates
The right search order depends on the custody system. A current roster answers whether a person is still listed at NORCOR. It is not a historical archive of Hood River County released inmates. State prison records belong to Oregon DOC. Federal sentenced custody belongs to BOP, and immigration detention belongs to ICE.
- Open NORCOR Adults in Custody and record the displayed date and time.
- Search spelling variants and compare another identifier. A common-name match is not enough.
- For a possible exit in the prior 24 hours, call 541-298-1576 and ask if it was release or transfer. The Released Last 24 Hours page explains that workflow.
- Search the Hood River case for a release order, judgment, dismissal, or later disposition.
- For a state-prison transfer or former prisoner, use Oregon Offender Search and VISOR. Use DOC records for official or historical proof.
- For a federal or immigration matter, use the matching BOP or ICE system rather than the county roster.
- When online tools do not settle the question, request the custody transaction from the responsible custodian.
The official roster shows its timestamp, current count, name, booking date, charge, bail, and scheduled release. It does not provide a verified separate 24-hour or 72-hour released-person table.
The NORCOR roster source shows the current field layout.
The visible generation time helps distinguish a current observation from an archived release record.
Hood River Records, Two Cities
The jail, arrest-report custodian, and criminal court are split across three counters in two cities. NORCOR in The Dalles holds the regional jail transaction. Hood River County Sheriff at 309 State Street in Hood River holds reports and images created by its deputies. Hood River Circuit Court, also at 309 State Street, holds the judgment, release order, and case record.
| Question | Office | Access |
|---|---|---|
| When and why did jail custody end? | NORCOR Administration | Phone, form, mail, email, fax |
| What did the deputy document? | Hood River County Sheriff | Sheriff records request |
| What did the court order? | Hood River Circuit Court | Free basic search, OJCIN, courthouse terminal, copy request |
Oregon Judicial Department explains its three court-search paths, including the free basic search, paid OJCIN access, and a free public terminal.
A register entry is useful for discovery, while the filed order or certified judgment is stronger evidence of the legal event.
Oregon Search After Hood River Release
A Hood River case can lead to placement anywhere in the statewide Oregon DOC system. The Oregon Offender Search gateway links to the public application and makes clear that official or certified records require a public-records request. Search by the identity fields offered live, use SID when known, and open the matching record. Read status, location, sentence, and release fields together.
| Search item | How to use it |
|---|---|
| Full or partial name | Find candidates, then confirm identity with other data. |
| SID | Use the state identifier to narrow a known record. |
| Status and location | Separate prison custody, community supervision, and former status. |
| Release-related date | Treat a current prison date as projected until actual release is posted. |
VISOR, Oregon's replacement for legacy VINE branding, searches people currently in custody or under supervision and supports status alerts. A fully discharged former person may not appear. The VINELink Release Check page explains how the current VISOR service works.
OOS is not the source for a same-day NORCOR exit. Use it only when state prison or Oregon community-corrections status is relevant.
Hood River Supervision After Release
Hood River has a local Adult Parole & Probation office rather than routing each question to Salem. It is at 309 State Street and can address public office or supervision information when Hood River is the supervising county. The office explains that “post-prison supervision” is the correct term for convictions on or after November 1, 1989. It can also follow a felony-probation revocation and local-jail term.
Probation does not prove a prison release. A judge can impose probation without an ODOC prison term, and bench probation may remain court-centered. A person sentenced in Hood River may also be supervised where an approved release plan places them. Verify with OOS or VISOR, read the judgment, and then contact the correct field office. Detailed distinctions appear on the Parole / Probation page.
Hood River Federal Release Checks
Use the BOP Inmate Locator only for a federal sentenced prisoner. A result may show a release date and Released status, but “Not in BOP custody” does not prove unrestricted community release. Federal supervision, a residential placement, another sovereign's hold, or US Marshals custody may still matter. The federal docket and responsible office provide the next check.
The official federal locator shows the federal search choices.
This path is separate from both the NORCOR booking record and Oregon DOC's state offender record.
Did NORCOR Transfer to ICE?
ICE's Online Detainee Locator is separate and uses an A-number with country of birth or biographical data. NORCOR's immigration history must be dated accurately. Hood River County's February 2026 meeting packet states that NORCOR's ICE contract ended in 2018. An exit from NORCOR should not be casually labeled an ICE transfer; only a current jail or federal record can establish that movement.
A present immigration case belongs in ICE ODLS and with the responsible Enforcement and Removal Operations office. A criminal case and civil immigration custody must still be checked separately.
Hood River Release Systems
Each facility or system needs its own release route. The primary local jail comes first, followed by juvenile, state, federal, and immigration paths. The statewide and federal entries are included to identify the correct custodian; they are not physical prisons in Hood River County.
- Northern Oregon Regional Corrections (NORCOR) Adult Corrections: regional adult jail and primary Hood River custody source.
- NORCOR Juvenile Detention: confidential juvenile process, outside the adult public roster.
- Hood River County Sheriff's Office holding/transport function: arrest, citation, report, and transport records rather than a separate jail roster.
- Oregon Department of Corrections institutions: statewide prison placement, offender search, and DOC records.
- Federal Bureau of Prisons institutions: federal sentenced-prisoner locator and historical BOP status.
- Immigration and Customs Enforcement detention system: civil immigration locator and ERO confirmation.
Why Hood River Uses NORCOR
Hood River joined Wasco, Gilliam, and Sherman counties in 1999 to create the regional adult and juvenile correctional complex. That agreement explains why The Dalles is the local jail destination even though the arrest or case may begin in Hood River.
Recent Hood River County materials discuss financial and operational sustainability concerns at NORCOR. Those dated discussions add context, but they do not prove a present staffing level, release delay, or error rate. Any operational statistic needs its observation date instead of being presented as timeless.
